The Bishops of the Church in Wales welcome the Government’s commitment to bring the legacy of IPP sentences to an end. We recognise the responsibility of Government to protect victims and the public, but we also believe that justice must leave room for rehabilitation, restoration and hope. We encourage Parliament to ensure that the forthcoming legislation provides a fair resolution for those who remain caught within the legacy of the IPP system, while maintaining proportionate safeguards for public safety.
