Agenda - Day 1

Lunch from 12:30

Meeting commences at 14:00

  1. Prayers and Bible Reading 14:00
  2. The due execution of the President’s Mandate will be certified
  3. Minutes of the Ordinary Meeting of the Governing Body held on 1 and 3 April 2008
  4. Matters arising on the Minutes (if any)
  5. Welcome to the Representatives of Cytûn and other churches.
  6. President’s Address
  7. Report of the Standing Committee

    • The recommendations of the Committee set out at the end of the Report will be moved.

  8. Electoral Colleges

    Motion:  That the Governing Body:
    1. i) take note of the Report concerning the timing of the Electoral Colleges to fill the vacant sees of St Davids and Bangor;
    2. ii) determine, in accordance with Section 26 of Chapter VIII of the Constitution, that the vacancies be filled by:-
      1. the Electoral College which started on 1 September 2008 for the Diocese of St Davids; and
      2. the Electoral College starting on 7 October 2008 for the Diocese of Bangor, thereafter if required in accordance with Section 26 of the said Chapter VIII.
  9. Report of the Representative Body including the Accounts for the year ended 31 December 2007

    Motions:
    1. That the Report of the Representative Body be approved.
    2. The Cathedrals and Churches Commission
    3. That the Cathedrals and Churches Commission Rules be amended to give effect to the proposals set out in the note by the Representative Body entitled ‘The Cathedrals and Churches Commission’

      That in pursuance of sub-section (2) of Section 35 of Chapter 11 of the Constitution the terms of this motion shall take effect forthwith.
    4. Redundant Churches Fund
    5. That the Regulations governing the application of the proceeds of sale of churches, church sites and churchyards be amended to give effect to the recommendations set out in the note by the Representative Body entitled ‘Redundant Churches Funds’.

      That in pursuance of sub-section (2) of Section 35 of Chapter 11 of the Constitution the terms of this motion shall take effect forthwith.
  10. Report of the Standing Committee Working Group on the Representation of Women in the Church in Wales

    Motion:  That the Governing Body:
    1. receive and welcome the Report of the Working Group on Representation of Women in the Church in Wales and endorse the recommendations therein;
    2. commend the Report to the Province, dioceses, deaneries and parishes for study and action;
    3. request the Standing Committee to allocate the recommendations in the Report to the appropriate bodies for action;
    4. request the Standing Committee to report back on progress in implementing the recommendations within 3 years.
  11. Membership and Finance Report

    Motion: 
    • That the Governing Body do take note of this Report.

  3. Church in Wales Education Review Consultation

    Motion: 
    • That the Governing Body note the progress of the Church in Wales Education Review, and engage in and support the process of consultation prior to publication of the Report in 2009.
  4. Report of Trinity College, Carmarthen

    Motion: 
    • That the Report of Trinity College, Carmarthen, be received.
  5. The Parish Green Guide

    Motion: That the Governing Body:
    1. support the process outlined in the note entitled “Green Issues & the Parish Green Guide” as a means of improving the environmental performance of the Church;
    2. endorse the Parish Green Guide and commend it for use in Parishes.
  6. Proposed Alternative Funeral Services

    Motion: 
    • That pursuant to Section 1 of the Canon for experimental use of proposed revisions of the Book of Common Prayer provisionally approved by the Bench of Bishops promulgated on 29 September 1955, the Governing Body hereby assent to the experimental use for a period not exceeding ten years of ‘Proposed Alternative Funeral Services for the Church in Wales’ (printed August 2008).
  7. Review of the Courts of the Church in Wales Motion: That the Governing Body:
    1. take note of the proposals contained in the report by Mr Gerard Elias QC and Mr Andrew Keyser QC;
    2. welcome the proposed simplification of the Church’s court structure;
    3. invite the Standing Committee to bring forward a Bill to implement the proposals contained in the report at the same time as a Bill is brought forward to implement the proposals relating to Clergy Terms of Service.
  8. Clergy Terms of Service Report

    Motion: That the Governing Body:
    1. take note of the report entitled ‘Review of Clergy Terms of Service – Autumn 2008’;
    2. endorse:
      1. the Draft Guidelines for the Professional Conduct of the Clergy and the Draft Statement of Terms of Service for Clergy Appointments; and
      2. the new proposals for Disciplinary Policy and Procedures;
    3. invite the Working Group to consult widely with Church in Wales clergy on the proposals for a Disciplinary Policy and Procedure;
    4. invite the Standing Committee to bring forward a Bill to implement all the proposals for ‘Common Tenure’.
  9. Private Member's Motions

    Dr Peter Padley will propose and Mr Nigel King will second the motion:

    • That the Governing Body invite all members of Governing Body to submit a list of up to five works* that they have found to be of particular value in their spiritual lives. (*The Bible is assumed).
