Appendix Two — Membership of the Diocesan Board of Finance

The Diocesan Board of Finance is governed independently of the Diocesan Constitution by its Memorandum and Articles of Association. Its members consist of ex officio and admitted members.

By Article 3, the ex officio members of the Diocesan Board of Finance are the Bishop, the Dean, the Archdeacons, the area deans, the Secretary of the Diocesan Conference, the Diocesan Registrar, the Chairman of the Diocesan Parsonage Board and the Secretary of the Diocesan Trust (if other than the Diocesan Secretary).

Under the byelaws of the Diocesan Board of Finance, the following are admitted as members of the Board:

(a) (Elected) Each deanery conference shall elect two lay members as members of the Board from amongst those elected to the Diocesan Conference pursuant to Article Nine of the Constitution of the Monmouth Diocesan Conference.
No person shall be elected unless be or she is a communicant member of the Church in Wales and over the age of eighteen and resides in or is on the Electoral Roll of a parish in the Diocese of Monmouth and is a member of the Diocesan Conference.

(b) (Co-opted) Not more than six lay persons who need not be members of the Diocesan Conference co-opted by the Board.

(c) (Nominated)

(i) Not more than four persons (either cleric or lay so long as the number of clerics on the Board shall not thereby exceed that of the lay persons) nominated by the Bishop. The lay persons so nominated need not be members of the Diocesan Conference.

(ii) The Bishop may nominate one extra person during a three year period.

 

Membership of the Board is for a period of three years commencing at the Annual General Meeting following appointment and members, if appointed, shall be eligible for re-appointment.

Vacancies in the number of elected members occurring in a three year period may be filled by the Board or by the Executive Committee by co-option, provided that persons thus co-opted to fill vacancies occurring during a three year period shall assume membership immediately and relinquish membership at the end of the three year period.
