The Constitution of the Diocesan Conference of the Diocese of Monmouth as adopted on 13th October 2001
The constitution as originally approved by the first conference of the Diocese of Monmouth on 3rd January, A.D. 1922, and as amended on 13th October, A.D. 2001.
Numbering in round brackets after any clause refer to the relevant clause of the Constitution of the Church in Wales, up to and including amendment in September 2001
Section One : The Powers and Constitution of the Diocesan Conference
Article One, Constitutional Status
The Diocesan Conference is constituted and governed by Chapter Four of the Constitution of the Church in Wales. It is subject to the Governing Body of the Church in Wales, and shall conform to and carry out its orders and directions. (II.57, IV.29)
Article Two, Powers of the Diocesan Conference
Subject to the Constitution of the Church in Wales, the Diocesan Conference is empowered
(a) to settle for itself its own constitution. (IV.6ff)
(b) to manage its own affairs. (IV.12, IV.22)
(c) to co-operate with the Bishop in the regulation of the parish boundaries of the diocese. (IV.34ff)
(d) to elect representatives to the provincial councils of the Church in Wales as required by the Constitution of the Church in Wales. (II.5,6,8; III.3; IV.30; VIII.3f)
Article Three, Relationship to Diocesan Structures
The Diocesan Conference shall have power to control, alter, repeal or supersede any regulation made by the Deanery Conference, the Vestry Meeting, and the Parochial Church Council, so far as may be necessary (of which the Diocesan Conference shall be the final judge) to provide against the admission of any principle inexpedient for the common interest of the Church in Wales in the diocese, and to regulate and relate to those bodies in such other ways as provided by the Constitution of the Church in Wales. Article Four, Limitations on the Conference
The Diocesan Conference shall have no right or power to pass any resolution or to come to any decision upon any matter concerning discipline, faith or ceremonial. (IV.45)
Article Five, Duration of the Conference
The Diocesan Conference shall be elected triennially and shall meet not less than once a year. The triennial period shall be reckoned from 1st July in the year in which the election is held and references within this constitution to a year and to dates or periods within a year shall be construed as references to such a triennial period unless the contrary is specified.
