If the work is so urgent that it cannot wait for faculty permission to be granted, then the Archdeacons have the power to give permission for you to carry out the minimum amount of work necessary to make a situation safe.
This permission will only be given in genuine emergencies.
Depending on circumstances you may then be required to petition for a retrospective faculty, or to take the emergency measures (eg get a tarpaulin over the roof) as a preliminary to applying for a faculty to deal more permanently with the situation (repairing the roof).
